Hi there.

Thank you for visiting my blog.

My name is Laurie Lundman and I created this blog for my Provincial Instructor Diploma Program, PIDP 3100 Foundations of Adult Education. I’ll be continuing contributing to it as I take my Online eLearning Instruction Certificate Program EDUC 4150 eLearning: Principles and Processes, EDUC 4151 Design and Develop Interactive eLearning and EDUC 4152 Delivery of eLearning.

I live in Kelowna with my wife Sharon, step-daughter Laura, two guinea pigs, cat, and rabbit. I have a Brady Bunch family of six including two grandchildren.  I retired in June 2019 as the City of Kelowna Business Licence Inspector after 18 years where I received, reviewed, and approved all new business licenses and investigated complaints concerning current businesses. My former 25-year career was with the RCMP including training and development which I enjoyed very much.

I designed and instructed a Bylaw Enforcement Level I and II Certificate course in Kelowna and now moving on to designing and planning to instruct an elective for the Criminal and Social Justice Diploma program at Okanagan College.

I completed my Provincial Instructor Diploma and currently enrolled in the eLearning Certificate Program. Both programs are offered at Vancouver Community College. I am also enrolled in the Master of Education in Adult Education program from Yorkville University in Fredericton, New Brunswick. The program is entirely online.

PROFESSIONAL PROFILE

  • 25 years as a regular member of the RCMP active in Federal, Provincial and Municipal operational and administrative law enforcement and security. Experience in investigation, enforcement, training and development, administration, supervision, and management.
  • 18 years as a City of Kelowna Business Licence Inspector and Bylaw Enforcement Officer responding to public and business practice complaints while active in investigation, enforcement, compliance, and instruction.
  • 12 years as an Auxiliary/Reserve Police Training Coordinator responsible for advertising, interviews, security clearances, selection, training, termination, and supervision of 30 auxiliary constables. Other activities included scheduling, budgeting, and volunteer activities.
  • 15 years as owner and operator of 3 successful small businesses responsible for advertising, hiring/firing employees, insurance, bonding, accounts payable/receivable, material and purchase orders, equipment and maintenance, bidding, budgets, and business plans.

CAREER SUMMARY – City of Kelowna

–           Researched and wrote the City of Kelowna Bylaw Officer and Support Staff Job Descriptions including all duties and responsibilities which resulted in a substantial raise in pay and benefits.

  • Developed, received Provincial approval and recognition, and instructed the Bylaw I and II Bylaw Officer Certificate Program comprising a suite of law enforcement training classes designed to enhance both technical and soft law enforcement skills. Curriculum design and teaching experience included: Professional and Ethical Behavior; Interviewing and Active Listening Skills; Conflict Management; Investigational Procedures; Investigative Report Writing, Canadian Criminal Justice System; and others.
  • Collaborated with the RCMP Training Officer to allow City Bylaw Officers to participate in all Auxiliary Police Training and Development including yearly training refresher and up-grades.
  • Facilitated and instructed City Bylaw Officer yearly training days while focusing on investigation, administration, and service delivery.
  • Introduced and facilitated the training for a new and creative program placing bylaw officers in the company of RCMP officers while on patrol riding mountain bikes.
  • Collaborated with the RCMP Officer in Charge allowing for the first-time attendance by the Bylaw Supervisor at the weekly senior police managers meetings.
  • Designed and implemented the abandoned vehicle investigation policy and procedure policy resulting in an increase of voluntary compliance by citizens from 20 % to 98%.
  • Introduced, obtained funding and managed a highly successful bicycle helmet safety initiative where every man, woman and child had the opportunity to receive a bicycle helmet without cost. Partnerships included: City of Kelowna; RCMP; Cyclepath Bikes; BrainTrust Canada; and in-kind donations from community service groups. 2005 to present.
  • Instrumental in changing the name of the City of Kelowna Bylaw Enforcement Department to Bylaw Services.
  • Introduced the phrase, “Fair but Firm” to the Bylaw Services Department and it is now widely used by Management and City Council while referring to client/service delivery throughout the city.

CAREER SUMMARY – RCMP

–           Supervised RCMP personnel by coaching, mentoring, supporting, counseling and training while directing activities of the General Investigation Section, General Duties, Traffic Section, Police Service Dogs, Identification Section, District Constables, School Liaison, Bike Patrol, Auxiliary Constables, Civilian Staff (CUPE) and Community Volunteers.

–           Played a pivotal role in vastly improving the morale of the District of Newton (Surrey) office by managing with easy going mannerisms, efficiency, professionalism, and an ability to promote harmony within a team atmosphere.

–           Responsible for investigating the Districts of Newton and Whalley (Surrey)  internal complaints against members and staff objectively, professionally, and ethically with some resulting in recommendations for criminal and/or RCMP disciplinary charges and/or dismissal.

–           Conducted regular member, civilian staff (Union), auxiliary member, and volunteer employee performance reviews and on-going performance assessments while considering career development and advancement.

–           Designed and implemented detailed Special Event and VIP Operational Plans involving police, civilians, and contracted security which have been used as national law enforcement templates.

–           Developed an innovative RCMP/Student bike patrol program focusing on bicycle helmet compliance through information, education, socialization, and enforcement.

–           Modified the RCMP Administration office filing system while in the District of Newton which became the model for all Surrey District           offices.

–           Created and designed administrative and operational policies and procedures which are in use today as templates in the RCMP.

–           Responsible and accountable for creating and designing the Newton District office management system changes which dovetailed the RCMP Operational and Administrative policy and procedures.

–           Created a system of on-going audit and performance evaluations while supervising the file management (diary dates) of the District office and reduced the 80% overdue up-dated investigations to 0% each month.

–           Designed a series of Reference Manuals with active policies and procedures in line with a “Back to Basics” theme highlighting investigation, interviewing, crime scene protection and accident investigation and more.

–           Designed a fair and equitable process for the selection of Support Section Constable Candidates to apply for positions in the General Investigation, Bikes, and Traffic Sections.

–           Played a pivotal role in repairing the communication between the RCMP and the largest Sikh population and gurdwara (temple) in British Columbia with integrity and by being open, honest, and fair but firm.

–           Accomplishing 100% participation as the White Rock United Way campaign coordinator which was one of three detachments in British Columbia to reach that goal in 1997.

–           Modified and instructed the firearms training of all regular members and auxiliary constables in Langley’s firearms qualifications course resulting in a 100% pass rate.

–           Designed the training template in Langley for the Provincial Auxiliary Constable Program which was assessed as the, “finest administered auxiliary program in the Province of British Columbia.”

–           Completed check sheets and systems for the approval of reports to Crown Counsel, Coroner’s Reports, RCMP managerial quality review and audit reports including the compilation of statistics and trends.

–           Collaborated with the First Nations as the Langley RCMP Liaison Officer by discussing and resolving sensitive issues resulting in win/win solutions.

–           Worked in close conjunction on investigations with key client representatives such as: Canada Immigration; Canada Customs; FBI, USINS and assorted Canadian and US law enforcement agencies.

–           Trained and participated in protective services such as VIP personal bodyguard, motorcade driver and static site security during VIP visits for Prime Ministers, Royalty and dignitaries.

–         Developed and implemented a fingerprint control system with cooperation from Burnaby Court Sheriffs and Provincial Court staff and management ensuring all requirements of the Identification of Criminals Act were satisfied resulting in compliance going from less than 10% to 100%.

–         Designed and implemented a management and support system for prisoners and staff in the Burnaby cell block for monitoring, feeding, and caring of prisoners.

–         Increased efficiency and morale while supervising the Burnaby radio room centre (CUPE) by using respect, empowerment, and sense of humor resulting in a pleasant and efficient working environment.

–         Authored, designed, and implemented modernization of office procedures and policy such as quality assurance reviews, audits, and performance assessments.
